Vision
To develop a flexible and responsive Technical and Vocational Training System that prepares competent and skilled professionals, capable of meeting the rapidly changing demands of the 21st century and contributing effectively to the economic development of Pakistan.
The Chairman of the Council has always been deeply committed to Human Capital Development, playing a vital role in organizing need-based training programs, workshops, and seminars aimed at promoting Technical and Vocational Education and Training (TVET), Entrepreneurship, Employment Generation, Women Training and Empowerment, Enterprise Development, and other related initiatives.
Functions
- Establish a productive link between industry and training providers to enhance the efficiency, effectiveness, and responsiveness of training.
- Identify, analyze, and prioritize the training needs of various geographical areas.
- Meet training demands by arranging training, re-training, and skill-upgrading programs for educated youth and employed individuals.
- Develop, validate, and determine training standards and curriculum content based on employment and industry needs to ensure qualitative and relevant training.
- Develop and implement special training programs for women and children of industrial workers to prepare them for gainful employment or other income-generating activities.
- Plan, develop, and implement programs and initiatives that promote TVET for the benefit of individuals and industries.
- Support the informal sector, including the Ustad–Shagird (Mentor–Apprentice) System, by providing opportunities for specific training and trade testing.

- Advertising and publicizing training programs with the support of training institutions.
- Arranging training at reputable institutions equipped with qualified and experienced faculty and appropriate infrastructure.
- Monitoring and evaluating training through visits and other means to ensure quality and effectiveness.
- Conducting final Trade Testing and Certification for successful trainees.
- Assisting in arranging internships and employment opportunities after training.
- Organizing skill-upgrading, professional development, and customized courses.
- Assisting organizations in developing and implementing in-plant training programs to address employees’ skill deficiencies.
- Organizing seminars, workshops, and other programs to promote technical training and employment generation.
